Journalctl says:

Starting Load/Save Screen Backlight Brightness of leds:smc::kbd_backlight...
fedora upowerd[2116]: up_kbd_backlight_brightness_read: assertion 'fd >= 0' failed

When I press the hotkeys, it shows the icon but there is no progress bar. Only running this command can modify the brightness:

echo 50 > /sys/class/leds/smc*/brightness

Any help would be appreciated!

Try adding rd.driver.blacklist=radeon to your GRUB boot entry.
