Latest system updates (including NetworkManager-wifi) as of April 30 2016 have resolved this issue.

USB wifi now initializes automatically upon boot.

I do not know how to determine which particular update broke my wifi networking. If you or anyone else has a good idea on how to do so, I would be very interested to read it! :)

Fedora 23 with a Belkin USB wifi adapter:

lsusb
Bus 001 Device 002: ID 050d:945a Belkin Components F7D1101 v1 Basic Wireless Adapter [Realtek RTL8188SU]

This device is nothing fancy, but has been working flawlessly. I was downloading/applying the latest F23 updates a few days ago, and upon reboot, the wifi was bye-bye.

lsmod | grep wifi showed nothing.

I have confirmed that my USB wifi is working fine. I can manually get the wifi interface up with the following commands:

modprobe rtlwifi
lsmod | grep wifi

systemctl status NetworkManager
systemctl disable NetworkManager
systemctl stop NetworkManager

ifconfig wlp0s26f7u2 up
iwlist wlp0s26f7u2 scan
iwconfig wlp0s26f7u2 essid MY_NETWORK
dhclient wlp0s26f7u2

systemctl enable NetworkManager
systemctl start NetworkManager

What has happened so that this wifi interface does not come up automatically upon boot?
