2016-04-05 18:21:38 -0500 asked a question No splash screen on shutdown

I'm getting the Plymouth splash on boot, but just CLI on shutdown/reboots. It's happening on both of my computer's (which both have fresh installs of Fedora 23). Is there anything I can do to fix this? My desktop has the Nvidia proprietary drivers (newest version) and my laptop is using stock Intel drivers. Here is a copy of my /etc/default/grub:

GRUB_TIMEOUT=0
GRUB_HIDDEN_TIMEOUT=1
GRUB_HIDDEN_TIMEOUT_QUIET=true
GRUB_DISTRIBUTOR="$(sed 's, release .*$,,g' /etc/system-release)"
GRUB_DEFAULT=saved
GRUB_DISABLE_SUBMENU=true
GRUB_TERMINAL_OUTPUT="console"
GRUB_CMDLINE_LINUX="rd.lvm.lv=fedora/root rd.lvm.lv=fedora/swap rhgb quiet intel_pstate=disable"
GRUB_DISABLE_RECOVERY="true"

EDIT: I got the shutdown splash to work once by using:

#sudo /usr/libexec/plymouth/plymouth-update-initrd
