I did an update from Fedora 21 to 22 and now my system boot does not complete, it stops at:

Started Update UTMP about System Runlevel Changes

I switched to a console and I checked the logs with journalctl, I see that there is errors about various files, such as this message:

login[1139]: pam_lastlog(login:session): unable to open /var/log/lastlog: No such file or directory

when I check the file the permissions are as follow:

file: var/log/lastlog owner: root group: root user::--- group::--- other::---

I reinstalled the setup and util-linux packages and that reset the permissions on that file, but after a reboot it was back as above. I also try reinstalling Xorg and Gnome.
