what is stop job for User Manager for UID 42

"A stop job is running for User Manager for UID 42 (x s / 1min 59s)" shows every time I shutdown F27/Workstation 64-bit and runs for typically 1 minute. What is this, what's it doing and why does it take so long? Both my laptop and desktop machines do this. In /etc/passwd, the entry for UID 42 is "gdm:x:42:42::/var/lib/gdm:/sbin/nologin" so I suppose it's something Gnome is asking systemd to do.
