I have an ATI Radeon 4200 graphics card, and the official drivers won't install, but the open driver runs too hot, and destroys battery there any way to calm the open drivers down?

Normally these things are supposed to be clocked low so that it doesn't happen. If you don't know anything about overclocking, then odds are you probably have dust in your fan or you just need some sort of cooling pad. It's quite possible that it's a problem with the laptop design (as with alot of the laptops i've had so far, they almost seem to be designed to break with normal use). There could be a bug, but i haven't had any issues so far (aside from my fan kicking on, but nothing too serious considering i have a Toshiba and they have issues with heating even in windows).
