I cannot seem to figure out what to do with the file once I have downloaded it. It shows as a zip file so I extract it.. then trying to burn a cd/dvd of the image it does not see any iso files. yet the file I appears to be an ISO file.

The file is a .iso dvd image file. Your system's default may be set to extract it, but that's not what you need to do. Open the file using your dvd burning software and burn the ISO to a DVD. You don't need to extract the ISO.

Windows sees an .iso file as an archive (zip) file if you do not have any software installed to burn a CD.

You will need to install the appropriate software to burn a disk, or you can make a bootable usb

http://docs.fedoraproject.org/en-US/Fedora/11/html-single/BurningISOimagestodisc/index.html

https://help.ubuntu.com/community/BurningIsoHowto

And to make a bootable ubb

http://fedoraproject.org/wiki/HowtocreateanduseLiveUSB

Which will direct you to

https://fedorahosted.org/liveusb-creator/

liveusb-creator runs on windows.

https://fedorahosted.org/releases/l/i/liveusb-creator/liveusb-creator-3.11.6-setup.exe

It may be easier to make a live usb from the desktop (live) images rather then the DVD.
