monitor doesn't go black

I'm running Fedora 24 using KDE on a desktop machine.

The Power Management settings indicate the screen will dim after 5 minutes of inactivity and switch off after 10 minutes. This doesn't seem to be working correctly. The machine has been left on overnight, running a program, and the screen never even dims. I usually end up turning off the monitor to avoid the unwanted "night light".

so.. Is this working as designed? If so, do I need to install a screen saver to get the monitor to go black?
