Fedora 24 cloud missing mkfs.xfs

I'm attempting to use cloud-init on aws to add a partition at boot time and the disk to be partitioned by xfs. Due to the package being gone i can't seem to properly cloud init. I know it seems like a minor issue but due to the popularity of the filesystem type I'm not sure why its missing.

What's the image name?

If the cloud image included everything which is popular in some way, it would be a very large image, and people would complain about _that_.

Adding this to user-data (under #cloud-config) works for me:

packages:
 - xfsprogs
runcmd:
 - mkfs.xfs /dev/vdb
 - mkdir /mnt/x
 - mount /mnt/x
mounts:
 - [ vdb, /mnt/x, "xfs", "defaults", "0", "0" ]

Tested with Fedora-Cloud-Base-25_Alpha-2.x86_64.qcow2
