Yes you can, but the procedure is very long. The default login screen is controlled by gdm. In order to customise any part of it you have to make a shell theme and compile it as "gnome-shell.gresource" and replace the system file with yours. That is why, when you change fonts they only get reflected in apps not in the Top Bar or in the Login Screen
you can follow this link Extract Shell .gresource. Then open .css file from the extracted files, and find the line to change the font. Make sure the font you want to use is installed in system directory (/usr/share/fonts). then compile it into .gresource again or .zip and apply as theme.(gresource give full flexibility but can crash your system in case something goes wrong)
