fedora doesn't seem to parse ~/.fonts.conf ? When I specify dpi in .Xresources as

xft.dpi:96

it's being recognized and my fonts are normally sized everywhere.

However - when I specify font dpi in .fonts.conf - it's being ignoed... Any ideas?

I'm not sure, but the definition on this page says "point size". Tried giving the size in pts?
