Everything extremely sluggish with GTX970

I recently did a fresh install of F24 on my desktop (Ample Power: FX-8350, GTX 970, 12GB RAM and Fedora is running on a SSHD, with a Windows dual boot on an SSD).

I have installed the Nvidia Drivers (367.44), got everything setup but everything is so sluggish and has a lag/chop to it. Not the smoothness I am used to. I run F24 on my cheapo laptop and it has zero performance issues. I'm used to screen tearing at this point, its just something I've accepted as video drivers mature for Linux, but this sluggishness is awful. Even dragging windows is noticeable.

I miss my buttery smooth Fedora I am used to. I took a break from it for awhile to play with Arch but I am back and a little irritated. I don't even know where to start, can someone point me in the right direction? I have tried googling with not much luck. I am not sure what details you need but:

Nvidia Driver: 367.44

Kernel: 4.6.7-300.fc24.x86_64

Nouveau is not an option, as Fedora will not boot with it for some reason, I receive a black screen with no input to my monitor after GRUB.
