when should you use `dnf makecache` ?

When should you use the dnf makecache command? The manpage says that makecache "Downloads and caches in binary format metadata for all known repos."

I believe dnf upgrade will download what it needs and populate the cache as it goes. So when is it a good idea to use makecache?

Based on this "Downloads and caches in binary format metadata for all known repos." will be good when you want to build your own repositories.
