How can I enable the 'Safely Remove Drive' menu item when I right-click on a volume icon on Gnome 3 desktop on Fedora 24?

If I enable display of volume icons on the desktop in Gnome 3 using Tweak Tool, and plug in a USB thumb drive, I see the icon, and can open it in Nautilus by double-clicking, but if I right-click the icon I find the 'Safely Remove Drive' menu item is there but is greyed out and unclickable.

Unmounting works fine from a Nautilus Files window and from the Removable Drives Menu shell extension.

What is stopping this from working on the desktop, and is it possible to re-enable this feature?
