Systemd-modules-load lacks permissions

I have followed to try and get VBox working of Fedora 24 with secure boot. For some reason systemd-modules-load.service fails to load the modules. I can load them manually though and once I have manually loaded all of them I can restart the service without it failing but after a reboot I have to repeat this process. This basically feels like the service does somehow not have permission to load the modules, is there any way I can increase its permission?

The error is as follows and is all that I can get anywhere:

Hi , please follow RPMFusion howto [1] , but install VirtualBox , not Virtualbox-something
