If you want to develop with some library, you always need the -devel package. So installing opencv-devel (sudo dnf install opencv-devel) should help.

And I'll have to copy files to another directory? Because in some websites they say that I need to copy files to /usr/include/. So should i copy something? because if i just installs opencv-devel it's still doesn't working

Installing the package opencv-devel will install the appropriate include files in the /usr/include hierarchy. Also all the necessary libraries are installed in /usr/lib64 (or /usr/lib for 32 bit systems).
