Fedora 23 change Grub/Plymouth/GDM resolution Intel Gfx?

Hi, I have F23 installed on a media PC I built around an Intel i3-6300T, plugged into a 4K TV via HDMI

When I boot Grub -> Plymouth -> Initial GDM session use the 2160p resolution of the TV, which makes everything too small. Once I am logged into my account I set everything to 1080p with enlarged fonts which looks fine.

Adding the following (a solution found through search) to my /etc/default/grub then running grub2-mkconfig -o /boot/efi/EFI/fedora/grub.cfg (I have EFI) doesn't change things:

If I examine /boot/efi/EFI/fedora/grub.cfg after the mkconfig update the GFXPAYLOAD line is in there but the GFXMODE line is not.

Has anyone out there experienced this? Does anyone have any ideas? Have I got something wrong?

Hello, I've since learned that Grub2 won't do 1080p.

Does anyone know of another way to set Plymouth and the initial GDM session to 1080p? I don't mind hiding grub.

This must be an issue for more and more people as 4K becomes more common?
