I need to add rhgb to kernel options so I can see what's happening every boot. Where do I add this in FC16?

You might also need to remove quiet.

You do not need to do anything to test , when you boot, at the grub screen hit e to edit, edit the kernel line, remove rhgb and quiet.

If that does not work, try rebuilding your initramfs without a splash theme

To answer your original question,

edit /etc/default/grub (the line GRUBCMDLINELINUX=" ..... ")

Then

grub2-mkconfig -o /boot/grub2/grub.cfg

That's

GRUB_CMDLINE_LINUX
. The markdown got greedy.

While this doesn't strictly answer the question as it is a asked, the desired result of seeing the "scrolling text"can be achieved by pressing esc whenever the Fedora icon appears to obscure it.

Looks like with grub2, you work with /etc/grub.d files and /etc/default/grub. I'm looking at where to modify to add kernel boot parameters.

On mine, it looks like rhgb already appears in /etc/default/grub
