Package selection issues in kickstart

I hope you don't mind answering a few questions for me on kickstart install issues with Fedora 22. I have tried my questions in the forum, but they keep getting rejected.

this is what I am trying to do here. I am trying to setup a local installation repo for Fedora 22 server so that I can use the repo to install via HTTP method. I get to package selection point and anaconda complains that

"the group 'core' is required for this installation. The group does not exist. This is a fatal error and installation will be aborted."

in my packages section, I have the following:

%packages perl

the way I started this process is: I downloaded the Fedora 22 Server DVD ISO from the web and mounted it as a loop device and copied everything to a NFS disk. then I went to a running Fedora machine and ran:

cd /nfs/fedora/22/ createrepo .

the above created my repodata directory. I am not sure what I am doing wrong here. Please help, and thanks very much
