You can install ngspice-23 from the fedora repo (i.e. yum install ngspice).

If you really want ngspice-24, then you can build it yourself. In the tarball is a text file named INSTALL which has instructions for building the program from source.

You could also file a bug report on ngspice and ask that it be updated to version 24.

There is a mailing list named Free Electonic Lab where discussion about EDA software in Fedora and EPEL take place.

gspiceui is a GUI that works with ngspice and is also in the fedora repo. It has some quirks but works OK once you figure them out.

Installation can be difficult. If you are just trying to evaluate the software, you could try the web-based version of ngspice at www.ngspice.com. This site allows you to run SPICE simulations and plot the results from a browser.
