I am dualbooting Fedora 23 with Windows 10 on a UEFI system. It was running fine for a week until grub stopped working. I tried to fix it but accidentally formatted the EFI partition. I can't boot into Fedora and Windows anymore. Is there a way to restore/rebuild this partition.

Yes, you can. The efi partition is actually fat32 formatted filesystem. Just boot using recovery CD then:

  1. Create directory EFI in mounted partition
  2. Create dir EFI/Fedora and EFI/windows
  3. Copy *EFI to directory fedora and windows from running system
  4. Boot again
