How to install Fedora 23 with a CD

I have the CD. But how do I get the Linux OS on my old Windows Laptop? I don't see an executable file or anything.

Depending on how old your laptop is, you may not have a good experience with Fedora 23 and its Gnome Desktop Environment. If that's the case, you may want to try the less resource demanding Spins with XFCE or LXDE Desktops

Welcome to ask.fedora. This question has been asked and answered here many times. If you're asking about how to get the image onto a bootable CD, go to this page at the Fedora Project and use the last set of instructions, which is specifically for burning a bootable CD in Windows.

If you're asking about how to install Fedora from a bootable CD, you need to have the CD in the drive when you boot, and if you get a message asking which drive to use for booting, select the CD drive. (You may need to go into your computer's BIOS setup to select this.) Once you've done that, the CD should boot and you'll be able to install Fedora.

And, while I'm thinking about it, Linux doesn't use special extensions, such as .exe, to mark a file as executable. That's done by setting the file's permission to allow it to be executed, but that's something we can worry about later; right now, getting Fedora installed on your laptop is more important.
