Don't use a specific mirror, use the mirror manager. It will auto-select a mirror being up to date with packages.

This probably is a misconfiguration on their mirror or anything on the network interfering. Could be anything from networking issues to deep package inspection.

The delta-rpm (.drpm) package that you try to download doesn't exist on this mirror. Were other mirrors tried?

An easy work around would be to turn off the delta-rpm functionality of dnf. Then, the full-size original package will be downloaded. (It exists on the mirror that you mentioned).

To do so, open /etc/dnf/dnf.conf and add a line

Save the file, and re-run your upgrade.
