As as alternative, if you have Fedora Workstation, try pressing the windows key, typing 'boxes' then pressingt 'enter'. You already have a thing to do virtual machines :)

Can I use virtual HDD from VB? I don't want to reinstall software because is too long.

I think qemu-img can convert a VirtualBox VHD to a compatible format like qcow2 or raw that you can import. I haven't tried it, so I can't give you exact steps I know to work, but I suspect the obvious 'load from file' functionality should work after conversion.

it seems modules are correctly compiled, do you have 'systemd-modules-load.service' enabled? (sudo systemctl enable systemd-modules-load.service)

systemctl enable systemd-modules-load.service

The unit files have no [Install] section. They are not meant to be enabled using systemctl. Possible reasons for having this kind of units are: 1) A unit may be statically enabled by being symlinked from another unit's .wants/ or .requires/ directory. 2) A unit's purpose may be to act as a helper for some other unit which has a requirement dependency on it. 3) A unit may be started when needed via activation (socket, path, timer, D-Bus, udev, scripted systemctl call, ...).

my fault, installing vbox should enable systemd-modules-load.service, 'sudo systemctl restart systemd-modules-load.service' will load vbox modules. Check it with 'sudo systemctl status systemd-modules-load.service' and 'lsmod'.

Sorry, now rpmfusuion just use akmods , please install kernel-devel to akmods run correctly

  dnf install VirtualBox kernel-devel-$(uname -r) akmod-VirtualBox
  akmods --force
  systemctl restart systemd-modules-load.service

sorry is not enable is restart

In dmesg you should see kernel modules loaded:

dmesg | grep -i vbox

[ 2870.556703] vboxdrv: module verification failed: signature and/or required key missing - tainting kernel
[ 2870.565213] vboxdrv: Found 2 processor cores
[ 2870.571315] vboxdrv: fAsync=0 offMin=0x1c2 offMax=0xa5f
[ 2870.671515] vboxdrv: TSC mode is Synchronous, tentative frequency 3000795689 Hz
[ 2870.671519] vboxdrv: Successfully loaded version 5.0.6_ (interface 0x00240000)
[ 2870.671946] VBoxNetFlt: Successfully started.
[ 2870.672227] VBoxNetAdp: Successfully started.

About yours 2nd pastin , rpmfusion package don't have vboxautostart neither balloonctrl , and web-service is not enable by default , so you need clean your system , of course it easy clean rpm packages with dnf remove ... , maybe the better is clean all packages and sources , a reinstall again .
