When you search for some library or file, you can use dnf whatprovides. Applied to your example:

[kuku@fedora23 ~]$ dnf whatprovides */
Last metadata expiration check performed 4 days, 1:44:10 ago on Thu Dec 31 17:19:56 2015.
gstreamer-plugins-base-0.10.36-13.fc23.x86_64 : GStreamer streaming media framework base plug-ins
Repo : fedora

Install package called gstreamer-plugins-base which will provide library you are looking for.
