Fedora23: Kde only notices memory-stick plugin first time

After upgrading to Fedora 23 the KDE device notifier will tell me that my USB memory stick has been plugged in, but only the first time I do so. After ejecting the stick and then plugging it back in, KDE doesn't notice, although according to dmesg the kernel is detecting it just fine:

I can't reproduce this and it works as it should on my system. Do you eject your drives safely (using the device notifier widget) or pull them off your laptop abruptly?
