install software offline

(I'm New to linux,Fedora is my first linux OS, I don't have internet connection) I want to install software(OpenVPN) offline

I downloaded OpenVPN rpm file from I downloaded NetworkManager VPN plugin for OpenVPN from

how to install them?

I clicked on these packages & then software(this is the name) window opened I clicked on install but nothing happened. Although both of the programs appeared in the installed list of software( software app opened through activities) & there was a button to install but on clicking it asked whether to remove it or not

actually I noticed when I connect through udp53 in windows it bypasses captive portal security,so was trying to do same in fedora

There is nothing to download and install. 23 all in Fedora already installed. you need only to configure. To do this, the icon at the bottom of the screen right click mouse, select "Configure network connections". Form opens, press "+" or "Add...", then select "OpenVPN" and customize.

ok if I have to install software lets say aircrack-ng & wifi driver how to do it offline?

You can't install free software from the internet without the internet.

It would be nice if the above was written properly. "23 all in Fedora" this is a phrase that doesn't fit in the context that it was written. I don't see an icon at the bottom of the screen in my fedora 23. "Right click mouse" what else would I right click with?
