How do I stop duplicate grub entries?

Ever since upgrading to Fedora 23, I've been plagued by duplicate entries in grub. Everytime I upgrade the kernel it creates another set of duplicate entries.

I'm not talking about different entries for different kernel versions, I'm talking about true duplicates. Rebuilding the grub menu doesn't help, if I run:

grub2-mkconfig -o /boot/efi/EFI/fedora/grub.cfg

The duplicates persist, I have to go into grub customiser and actually hide the duplicate entries.

Additionally, not that it's relevant but I only have one installed kernel at a time. Each time I upgrade the kernel, I verify stability and then remove the old one via yum-utils.

I'd like to understand why this is happening.

Sounds like you should file a bug. This behavior is not intended.
