Consistently apply mouse cursor theme

I want to use the mouse cursor theme breeze_cursors from KDE (?). I use Cinnamon as my desktop environment.

How can I enable this mouse cursor theme (or any other for that matter) globally, system-wide? Or at least on a user basis.

Currently, I use Cinnamon's settings application to set the mouse cursor, but it is not applied in applications from the KDE domain, meaning that Kate, KMail, KAddressbook and other do have other cursors. Moreover, KeePass 2 runs with mono, and the cursor theme is different as well. On the login screen (lightdm-gtk-greeter), I also have another theme. Chrome uses the cursors from KDE. As far as I can remember, Gnome applications also did use another theme.

My current workaround is to install gnome-tweak-tools, the kde settings program, and setting the theme everywhere manually. Is this really the go-to-way? With this, I did not succeed to change cursors in Mono-Applications (keepass2) and the LightDM-GTK-Greeter.
