Just installed fedora 23 and trying to set it up to my WIFI. When I boot windows I can connect no problem, but when Fedora is booted it asks for password, which when I enter it goes to the connecting symbol then just asks for the password again, rinse and repeat. just does this all the time.

I think encryption or some other settings are messed up. In Windows, look at the security settings, then, make sure they are the same.

I ran into network problems too when i was duelling windows and fedora
I liked Fedora more than windows so i uninsulated windows from my laptop using "G parted application" then i reinstalled fedora on a full disk "no partitions", its running smoothly ever since i did read that some times fedora and windows running together in a duel can cause some network problems my advice is to run one OS, choose one and run it as your main i hope this helps :)
