Can anyone tell me what this icon is supposed to do? When I click it, it shows a padlock on the bottom, but that doesn't give me any indication of what it's for. This menu is shown when you click the upper right corner of the screen to get the menu.
This is a "rotation lock". Are you on a tablet? Or on a laptop that has a position sensor?

If you don't want/need it, you can disable the button with following command: gsettings set org.gnome.settings-daemon.plugins.orientation active false.
Sometimes even old laptops have an accelerometer, presumably to detect and prevent hard drive shocks. You can list them using cat /proc/bus/input/devices.
I have a subnotebook (HP Mini 5102) that does not have a touch screen, but it was available on some configurations. Gnome picks up the information of a possible touch screen from my computer and shows this icon although it does not do anything useful on my computer.
