Unable to upgrade to Fedora 23 Server Beta from command line

I have a small KVM VPS running an instance of Fedora 22 server. It was originally installed with F21 Server and I was able to successfully upgrade it from F21 using fedup. However, when I am trying to upgrade it using the dnf-plugin-system-upgrade method, I am able to download all of the packages and reboot - yet, when the server comes back up, it seems to still be running F22.

The commands I'm executing are as follows:

# dnf system-upgrade download --releasever=23 --distro-sync --best
# dnf system-upgrade reboot
# rpm -qa | grep fc23 | wc -l
# rpm -qa | grep fc22 | wc -l
# cat /etc/redhat-release 
Fedora release 22 (Twenty Two)

I have also tried just doing a regular reboot, and there was no change to the version. I'm not sure if this is a bug or if I'm missing an important step.

After the upgrade most of my packages are from Fedora 23 as expected, but some are still from fc22, most of which seem to be from Rpmfusion.

# rpm -qa |grep fc23.x86_64|wc -l

# rpm -qa |grep fc22.x86_64|wc -l

The file /etc/redhat-release comes from this package. Did you upgrade this one?

# rpm -qf /etc/redhat-release 

I used

fedup --network 23

to upgrade because the way described in . did not work because of unresolved dependencies.

I don't use the RPMFusion repositories on this VPS, I only have the default repositories. I ran those commands, and it seems like I have 0 Fedora 23 packages installed and 911 F22 packages. When I check the version of Fedora, it is still a version of F22.
