DHCP can't run but static IP can

Hello everyone I'm sorry for such a simple question. I trying to run the dhcp file. I have searched for my a problem for 2 weeks and I didn't find the answer. the problem is that

I have 2 computers. one of them is the Fedora system which is a server computer. the another one is the mint system which is a client computer. when I write the IP address on the client computer that can connect to the internet, but the problem when I use automatic TCP/IP addressing as DHCP that doesn't get IP from the server computer. I don't know what is the problem.

what about ?

subnet 192.168.4.0 netmask 255.255.255.0 { option routers 192.168.4.1; # default gateway range 192.168.4.10 192.168.4.200; # pool of the addresses to lease }

May be following issues:

is dhcpclient available on mint machine?

firewall is restricting dhcp port/protocol.....
