GNOME Web 3.16.2: Set Plugins To Run After Selected To Run

In GNOME Web 3.16.2, how does one set browser plugins to run after the user manually selects it to run on the webpage? Not disable the plugin, yet not have the plugin automatically run after the webpage loads. I use the old no longer supported NPAPI plugin Adobe Shockwave Flash in GNOME Web and it works fine in X, but in Wayland, GNOME Web understandably crashes. I also find not automatically loading the plugin loads webpages faster.
