I'd like to know if it is possible to set up an easy Fedora box without SELinux and with an FTP-server that only will be used locally.
Please advice, what to do here.

The installation process will ask about enabling/disabling Selinux (firstboot), and also what packages to install. Mark the FTP Server role.

You are going to have better luck if you ask a specific question. You can disable selinux easily enough, but I would not advise it. Also, FTP is IMO not the most secure of options.
