Yes it is possible. The major difference between these versions is the package sets that are installed by default. You can, of course, change those at any time.

The cloud versions are optimised to run on hosts on server farms, so are a bit more specialised.

When I installed Fedora 21 on my desktop computer I used the 'Server' network install disk. During the install you can customise the flavour you're using and put on a 'workstation' install, and select the individual packages to suit your need.
