My semodule command is not working

when I am running the command semodule -i mypol.pp then the below message comes

libsepol.module_package_read_offsets: module package header truncated (No such file or directory).
libsemanage.semanage_load_module: Error while reading from module file /etc/selinux/targeted/modules/tmp/base.pp. (No such file or directory).
semodule:  Failed!

Do you have selinux-policy-devel?

Does the directory exist? /etc/selinux/targeted/modules/tmp/base.pp
