Try exploring the "Specific" tab in gnome-color-chooser

  1. Install gnome-color-chooser.
  2. Go to "Specific" tab.
  3. Check "normal" for Scrollbars.
  4. Click on the color and choose your fav color.
  5. Click "Apply".
  6. Launch firefox and observe the scroll bar color.

Sorry there is not tool yet to do all these automatically in Gnome 3. Hack the css is the only option.

For Advaita theme please do the following to change the color of the scrollbar.

Go to /usr/share/themes/Adwaita/gtk-3.0/

Edit the following functions in the file gtk-widgets.css as in below fpaste link-

Change all the value of background-color:@theme-based-color in function .scrollbar.slider to whatever hex combination of color you want. Save the css file and reload the shell or reboot.

@theme-based-color= #ffffff which is white and is defined in file gtk.css in same folder.

I suggest not to rely on external links in answers.
