You don't have to install any additional softwares to watch the videos on youtube. It should work out of the box. You don't even need the flash player because Youtube will use HTML5 to play videos whenever possible if flash plugin is not installed.
Since you are able to play the video with 360p, it is very likely that the particular video you are watching doesn't have a higher resolution. So try to watch another video and see if it plays in HD (You may try this video to play in 720p or 1080p) . And also try to watch the same video in a different PC to see if the HD options come up. If it doesn't come up, then the video's max resolution is 360p and there is nothing you can do about it.
If you want some special software for watching Youtube videos try smtube. smtube is not available in official fedora repo, so you have to install from source or you can enable RPM fusion repo and then install smplayer.
To enable RPM Fusion repos, see http://rpmfusion.org/Configuration/
After enabling it, type sudo dnf install smplayer
in terminal.
Interesting. I have another versions: Smplayer: Version: 14.9.0 (svn r0UNKNOWN) Using Qt 4.8.6 (compiled with Qt 4.8.6) Using MPlayer SVN r37391 Smtube: Version: 15.1.26 Compiled with Qt 4.8.6 (using 4.8.6) I installed it from rpmfusion. Did you compiled it by yourself?
If you using firefox, install an adobe flash player.

yeah sorry! I want to watch videos on youtube in 720p but only option is 360p! I know that my pc can support that but how to upgrade or fix that problem?
Which video you wish to watch and what browser do you use? If you use firefox, have you installed adobe flash plugin? And what is your video card?
