GUI tools for unix group management

From Fedora 21 System Administrators Guide, Section 4.2.1, the "Users" tool can be used to view "Users and Groups".

But there is no "Groups" displayed and the user "root" is not listed.

Are there any hidden hotkey or options I need to use, or launch the command using "sudo"?

No, the GNOME 3 Users tool doesn't do groups. You can install the "system-config-user" package to get a GUI utility that handles users and groups.
