Please, give us more information. I don't know if it's a simple script or a package. Put the link to the web site in order to download and examine the tarball. And please, put a tag related to your question and remove # in front of it.

Python, as with most programming languages, can import sections of other files. The import statement in your error output shows the program is trying to import a module called pygst, but you don't have it installed. Let's look for it:

$ yum search python gst
Loaded plugins: changelog, langpacks
== N/S matched: python, gst ==
gstreamer-python.i686 : Python bindings for GStreamer
python-gstreamer1.x86_64 : Python bindings for GStreamer
gstreamer-python.x86_64 : Python bindings for GStreamer
gstreamer-python-devel.i686 : Headers for developing programs that will use gstreamer-python
gstreamer-python-devel.x86_64 : Headers for developing programs that will use gstreamer-python
gstreamer-rtsp-python.x86_64 : Python bindings for gstreamer-rtsp
python3-gstreamer1.x86_64 : Python bindings for GStreamer

One of these packages will probably have the module. If we remember that python modules are stored in the site-packages directories, we can do a more search to query what package might provide the files:

$ repoquery -qf /usr/lib{,64}/python{2.7,3.4}/site-packages/*pygst*

That narrows it down. You should install the gstreamer-python package.
