How many answers can be posted by a user for a question?

I think that only one answer is allowed per user for a question. Whenever I try to post another answer, askbot will ask me to edit my previous question. It exactly goes like this: Edit Your Previous Answer (only one answer per user is allowed) and that is good.

But I noticed a question where a user had answered it twice. It might be some bug. I just tried sending feedback, but as we know that didn't work. The question is: (sadly, both these answers doesn't answer the question. )

So is there a way for users to report bugs or anything like that?

Was one of the multiple answers a comment? That would possibly explain how they did it

No, the person in question posted two separate answers, both of which were down-voted. The fact that the first answer is now at -1 may be a factor, but I don't know.

Both answers were the same method. They did relate to the problem but did not provide the answer to the question. How to specify the mains power brightness level preference. The original poster could report them for spamming if they carried on doing it.

I believe your theory about someone else voting allowing a second answer is correct.

A user should only be able to provide a single answer to a question. The case you provide as an example is probably a bug caused by some corner case that upstream has not yet handled.
