I thought the Fedora-Cloud-Base-20141203-21.x86_64.raw.xz image was meant to use as a docker base image. I built a docker image with:

FROM scratch
ADD Fedora-Cloud-Base-20141203-21.x86_64.raw.xz /

However, when I boot this image, there is no /bin/bash

How are we supposed to use the Fedora-Cloud-Base-20141203-21.x86_64.raw.xz image with docker?

You need to add the image to your local docker registry first with docker import Fedora-Cloud-Base-20141203-21.x86_64.raw.xz and then you can use it in your Dockerfile FROM Fedora-Cloud-Base-20141203-21.x86_64:latest
