KDE: Power Management configuration module could not be loaded

Fedora 21 with KDE5 turns screen off after 5 minutes. I want to increase this time. There is a menu in System Settings: Power Management. This menu should control screen turnoff. But it is blocked. It is written there:

"Power Management configuration module could not be loaded. The Power Management Service appears not to be running. This can be solved by starting or scheduling it inside ''Startup and Shutdown''.

But the "Power Management Service" in ''Startup and Shutdown' is running.

I googled this and found this is a very common bug across many distros. No solution worked for me. There's an avdice about upower -- yes, I see upower at my system, but this doesn't help.

Please help me with getting KDE's Power Management configuration to work and not to turn off monitor after every 5 minutes.

Screen locking and power management bug you are facing are different matter. Report the power management bug to the our and KDE's bugzilla.

To change screen locking SystemSettings>Display and Monitor>Screen Locker and there you can disable or change time it.

That is one facet of the problem. If you can't reach power management then you won't be able to change settings like when screen turn off or when system goes to sleep.

At the time, KDE's bug reporter won't allow me to send bugs. I do have an account at KDE bugtracker. Ater bug reporter pops up, it asks me for details and offers login form. It also generates backtrace. But after it's generated and I write "what I was doing at the time" it fails to continue because it says "couldn't log me in" and doesn't allow to continue. But it did login me in previous window, email and password are stored.
