Fedora bootloader (GRUB) is not working because you have deleted its config files placed in /boot directory. You need to restore Windows bootloader. Boot using your Windows recovery disc, enter the command prompt and fix the bootloader using bootrec.exe /fixmbr.

Detailed instruction including screenshots here (start with section Fix the Windows Boot Loader).

  1. when you turn on your computer press "Delete" button to enter BIOS
  2. use keyboard arrow keys to go into BOOT tab then go to "UEFI Hard Disk Drive BBS Priorities"
  3. Follow instruction on right side to select Windows boot manager and put it in your first boot option
