If you mean the top menu bar like in Gnome 2, you can do this by installing shell extensions from:

This works if you visit the page using the Firefox version that is bundled with Gnome, I don't know if it works with Chromium as I don't use that browser.
This extension adds an Application Menu, and also has System options:

Click the On/Off slider to On and you will be prompted to install it, if you agree it will install.
This extension adds the Places menu:
https://extensions.gnome.org/extension/8/places-status-indicator/
Click the On/Off slider to On and you will be prompted to install it, if you agree it will install.
I didn't see one to add just the System menu, though you can search the extensions site, I may have missed it. On the Shell Extensions page you can click the 'Installed Extensions" link to see what extensions you have installed, and turn off any you do not want.
