I reinstalled a fedora and after installing I first run an update using "yum update" it does not completes the process stuck at first step --

(1/5): fedora/20/x86_64/group_gz | 394 kB 00:15
(2/5): fedy/20/primary | 979 B 00:09
(3/5): updates/20/x86_64/group_gz (4/5): fedora/20/x86_64/primary_db

after completing the above four it stuck at the the fifth item "updates/20/x86_64/primary_db" downloading of "updates/20/x86_64/primary_db" done till 99% smoothly but after 99% the downloading speed decreases to 0 bytes. I have used "yum clean all " , "yum clean metadata" and tried to update several times but each time the same thing happens. Its is not my network connection fault because all other things going smoothly rather than this. After downloading speed decreasing it tries several mirrors but all are fails.

There are two possible solutions that I can think of that you can try.

First, try cleaning out your local yum caches, if you have old information in there it could cause yum to try and contact mirrors that are struggling to keep up with the volume of traffic, or to which routes from your location aren't working properly for one reason or another. You can do this with:

yum clean all

You could clean bits of your yum system with yum clean ... - see the yum man page if you want to limit what's being done here - but the 'clean all' option is simplest.

You can also try downloading and installing the yum plugin by grabbing the file directly of the internet. The current version appears to be yum-plugin-fastestmirror-1.1.31-23.fc20.noarch, here's a link to a page that appears to let you download it:

http://rpmfind.net/linux/rpm2html/search.php?query=yum-plugin-fastestmirror

Once you've downloaded the file, just install it like a normal install with yum:

yum install /path/to/yum-plugin-fastestmirror-1.1.31-23.fc20.noarch.rpm

and if that fails because of the mirror problems you're experiencing, try cranking the handle of rpm directly:

rpm -ivh /path/to/yum-plugin-fastestmirror-1.1.31-23.fc20.noarch.rpm

I don't think this package has any dependencies that you don't already have, which is fortunate because using rpm directly will mean you'd have to resolve them yourself.

After installing the fastest mirror using rpm the same problem persists.

Another yum clean all doesn't resolve this? You may have a routing issue - your ISP doesn't do any bandwidth shaping or limiting does it?
