Does Fedora has any Laptop/Ultrabook hardware certified program ?

For something like: Fn key, Backlight keyboard, cpu fan, touchpad, microphone, speaker, display card, display port, suspend mode, battery saving mode, camera

It's hard for me to make sure if a laptop/ultrabook I want to buy is fully functional with Fedora.

Consumer x86 computers are generally made with technology that can be used with any modern operating system. The biggest problem I've observed is with hybrid graphics, ie Optimus, and bad UEFI implementations on very cheap laptops.

There is no Hardware compatibility list for Fedora. your best choice would be to put a live fedora image on a usb stick and test on the hardware you are looking at buying.
