I am a user of stable Fedora version who doesn't have much time to care about all underlying details described in Package update HOWTO, Development Process Overview page and Updates Policy. I just need to get an overview of package update workflow process. Specifically what I am interested in are:

  1. steps that are required to request update for a single package to the next minor version for a stable Fedora release
  2. steps that are required to release update for a single package to the next minor version for a stable Fedora release

UPD: added Updates Policy into the list of tl;dr candidates

  1. You file a bug report at https://bugzilla.redhat.com to request the update; Note that just "I want the latest/shinier new version" argument probably won't hold much water with the package maintainer, i.e. the report will get more attention/priority if you state what specific bug(s) you're experiencing with the current version in the repos, that's been fixed in the next version of the software in question.

  2. That's something the package maintainer will take care of (IIUC, basically following the updates procedure in the distro).

Filing a bug to contact the package maintainer is the right answer, but I don't agree that the update must address a specific bug. Packages are maintained and inspected by people, and sometimes a reminder helps.

Well, you're right, the OP is talking specifically about minor version updates; my answer above is more about major version updates... (I got them mixed up).

This doesn't answer the question. because it doesn't disclose steps that happen beyond report for point 1, and doesn't explain anything for point 2.

upstream update -> fedora update -> updates-testing, where qa volunteers test and ack/nack -> updates, for general use. More details in the links in your question - it's hard to "explain in detail, without getting into details."
