What is the process to get a "keyboard layout" updated?

Beginning wih fedora 18, the Gnome /KDE Fedora versions of the keyboard image is missing a keytop between the left side Upper case and the Z key. This keytop is missing for the PC105 type of keyboards as used in Latin America (latam), USA, Canada multilingual, and Canada(French). There is no way since Fedora 17 to show « or » or ° as the keytop in the graphical image is not present.

By the way, I filed a bugzilla report for F18, F19, and soon, for F20.

Interestingly the Mint14 distribution is correct, I have to confirm that the earlier Debian depiction of the keyboard was and is also correct, as does Suse12.10.

How to get this issue corrected if maintainers do not read the bugzilla requests?

To further clarify, this is referring to the graphical preview of the keyboard layout in some uncited application, not the actual functionality.
